Scope and Contents The Congratulatory Letter to Justin S. Morrill (1858; 0.1 cubic feet) documents the passage of the Morrill Land bill through the U.S. House of Representatives. The letter notes that passage through the Senate was pending at time of writing. The bill mentioned in the letter, ultimately vetoed by President James Buchanan, was a predecessor to the Morrill Land-Grant Act of 1862. The author of the letter is Benjamin P.
