Hubert Everett Van Norman was born in Tillsonburg, Ontario, Canada on January 30, 1872. His family moved to the United States in 1880, likely to Michigan. Van Norman graduated with a B.S. from the Michigan Agricultural College in 1897. While attending college, he worked as an Assistant in Dairying at the Michigan Agricultural College (1894-1895) and as a Lecturer at the Michigan Farmers' Institute (1896).

Van Norman began working at Purdue University in West Lafayette, Indiana in 1898, holding the position of Assistant in Dairying and Farm Superintendent. In 1901 his title changed to Instructor in Dairying and Dairyman, Indiana Experiment Station. During this time, Van Norman was also the Secretary of the Indiana State Dairy Association (1898-1902).

On September 1, 1902, Van Norman's title changed to Associate Professor of Dairying. In 1904, he was responsible for planning the construction of a modern dairy barn at Purdue, following the destruction of the former barn by lightning in 1903. That same year, Van Norman also served as Superintendent of the Indiana Dairy Exhibits, St. Louis Exposition (1904).

In December 1905, Van Norman left Purdue for Pennsylvania State College, where he was the Professor of Dairy Husbandry until 1913. Later he served as Professor of Dairy Management at the University of California, president of the American Dry Milk Institute, and Director of Research for the Borden Company. He also ran a dairy exhibit at A Century of Progress up until his death on July 28, 1938, in Chicago, Illinois.
