It involved creating a support structure at the HQ to integrate the support for NASA’s infrastructure now that Center Directors were to report to the Associate Administrator rather than to the programs. This disconnected the AA's for the programs (Aero, Space Flight, Science, and Exploration) from the infrastructure that they had previously championed leaving the institutional support as an orphan.
