Letter from A. A. Potter, to the Members of the University Staff, dated September 1, 1923. The letter explains that the following paper was one delivered by the younger engineering professors in the Spring of September 1923. Potter stated that since teaching is the main function of an educational institution, no effort should be spared to improve the quality of instruction, and he requested opinions on the ideas expressed.
